I wish to bring to the attention of this House that the youth in northern Kenya have been balkanized in different ways and denied their rights. It is also important to note that refugees all over the world have rights. Therefore, there is need to expedite the registration of the youth in northern Kenya. Further, registration of persons ought to be automated and even linked to the birth certificates so that this issue does not become a challenge as the young Kenyans grow. Thank you. view

As a country that is undergoing reforms in many areas, this Bill is key in realigning the library service in this country.
