  • 29 Aug 2007 in National Assembly: asked the Minister for Local Government:- (a) whether he is aware that Butere and Sabatia towns have no street lights; and, (b) what measures he is taking to install street lights in these towns. view
  • 29 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, the two towns have a population of about 40,000 people. The residents have always recommended that they require electricity during their LASDAP meetings. Nothing has happened because the argument of the county council has been that the capital outlay is a lot. It is beyond Kshs50 million. That is why I was asking the Assistant Minister to make a specific provision in the Budget for the provision of electricity in the two townships. I am requesting the Assistant Minister to assure me that he will make a direct provision, not through the LASDAP, so that the ... view

  • 29 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, I mentioned that the capital outlay required is Kshs50 million. The Assistant Minister has asked me to use my CDF to do this project. The total CDF money is not even Kshs50 million. The money that is provided for LASDAP projects is Kshs29 million. It means that if this trend will continue, then the two townships will never have street lights. Since the Assistant Minister has directed that all buildings fronting urban streets in the country should now have lighting points, could he also direct that traders in those two townships should not pay rates? They ... view
  • 23 Aug 2007 in National Assembly: asked the Minister for Local Government:- (a) whether he is aware that plot No.Inaya/Marama/593 in Butere Constituency belongs to Butere/Mumias County Council; (b) whether he is further aware that Bukura Market in Butere/Mumias County Council is located on the plot but the revenue from the market goes to Kakamega County Council; and, (c) what he is doing to correct that anomaly so that the revenue from the market goes to Butere/Mumias County Council. view
  • 23 Aug 2007 in National Assembly: Mr. Speaker, Sir, Butere County Council and Kakamega Municipal Council were separated way back in 1997, that is, ten years ago. This Question came up last week and the Minister for Local Government requested that he needed more time to come with an appropriate answer. He clearly states, in his answer to part "a" that the plot belongs to Butere County Council. If he is aware that the plot belongs to Butere County Council, why has he allowed Kakamega Municipal Council to collect revenue from the market? The plot is not situated on the boundary, because he is already aware ... view
  • 23 Aug 2007 in National Assembly: On a point of order, Mr. Speaker, Sir. You have deferred the Question until the Commission comes up with an answer. As we know how commissions work, it might take ten years to finish its work. Why can we not ask the substantive Minister to come here and answer this Question next week? view

  • 15 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, indeed, I discussed with the Minister and I am in agreement that the Question can be deferred. view
