You have heard the Mover say that we lose billions of shillings through procurement annually. In fact, 6 per cent of the total Budget is lost because of poor or fraudulent procurement. That accounts for about Kshs30 billion annually. Once we have proper procurement officers in place, that money will be saved. Mr. Temporary Deputy Speaker, Sir, the Bill seeks to establish an examination board, which will make sure that procurement officers go through proper training, examination ... view

  • 29 Mar 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this important Motion. I also take this opportunity to thank you for listing the names of hon. Members who are interested in contributing to this Motion. Occasionally, some hon. Members just walk in and they are given a chance while others, who have been in the House the whole day, are left out. I hope you will continue with that exercise. • 6 Dec 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this Question was deferred on the Minister's request because he did not have a satisfactory answer. But the Assistant Minister has read out the same, same answer today. I do not know why the Minister asked for the Question to be deferred at that time. Nevertheless, Butere/Mumias District was established nine years ago, and the Assistant Minister has said that once adequate and secure offices are established, he will post the officers to that particular district. Who is supposed to establish those offices? Is it the wananchi or the Government which is supposed to establish ... view
  • 6 Dec 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Assistant Minister says that we have to be patient. However, we have been patient for the last ten years. I would like a commitment from him that, at least, a land surveyor will be sent to the district immediately. view
  • 6 Dec 2006 in National Assembly: Mr. Speaker, Sir, we are grateful for what the Assistant Minister has said that they will start tarmacking this road from next year. However, the gravelling of this road started nine months ago. Up to now, they have hardly done five kilometres. The contractor has even moved from the site. He has moved the equipment that was on site. I would like to know from the Assistant Minister when the gravelling will be completed. The gravelling was a different contract from tarmacking. view
