  • 17 May 2011 in National Assembly: There is need for this provision to be very clear in terms of what it means. This is something which has always been said. We have heard about harmonisation of salaries in the public sector several times. The reason as to why this has not been achieved is that the criterion is not very clear. Details like educational qualifications, field of study, the experience that somebody has had and the time spent on the job must be taken into account. There should be more information than we have here. Mr. Temporary Deputy Speaker, Sir, there are those people who are ... view
  • 17 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this is a very important and useful Bill that must be strengthened. As I said, it must be as independent as possible. An hon. Member talked about politics. It is very difficult to quantify the job of a Member of Parliament. Some of us are on duty 24 hours, but somebody believes that the time we appear in Parliament is the only time we are working. I heard one of the FM stations claim that MPs only work for three days; that is, Tuesday, Wednesday and Thursday. There must be a way of quantifying the ... view
  • 11 May 2011 in National Assembly: On a point of order, Mr. Deputy Speaker. If I heard hon. Kabogo very well, he is talking about this person being promoted on 27th October and on 28th he was demoted. That is the issue that the Assistant Minister is not addressing. Is he in order? view
  • 10 May 2011 in National Assembly: Mr. Speaker, Sir, I appreciate the answer by the Assistant Minister. The Assistant Minister has water officers all over the country; it is still the responsibility of the Government to offer services to its citizens. What are you doing to ensure that the water officers monitor this and report promptly? There are some essential services, for example hospitals, which end up suffering. What is the Assistant Minister doing to ensure that these water officers give prompt information to his office when this happens? view
  • 5 May 2011 in National Assembly: Mr. Speaker, Sir, the Assistant Minister has said that they have encouraged the youth to engage in these activities. Could they make it a policy, so that there is proper communication all over the country where we have these forests and the youth can know how they can approach this? view
  • 5 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I thank the Minister for that Statement. However, it would appear--- view
  • 5 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to thank the Minister for the Statement. An hon. Member raised a question for us to deal with this in piecemeal. If you look at Public Investments Committee reports, there are similar cases which are very disturbing. Could he give this House an update of what he has done about the Ndung’u Report? It contained most of this information that is being given in piecemeal. view
  • 5 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Minister has given very broad issues on this matter. This matter has been discussed in this House for the last three weeks. What the Minister needs to do maybe on Tuesday is to issue a comprehensive Statement. This is because the business of panic-buying will be there because people are not sure whether there will be fuel or not. That is from what the hon. Members have said in this House. From the time of the Triton case when I heard that the President went with the Prime Minister to open a facility which ... view
  • 5 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, he does not have to say it here on the Floor if he has intelligence mechanism where he gets this information. However, he should give an assurance to the House that there is that kind of --- view
  • 5 May 2011 in National Assembly: Madam Temporary Deputy Speaker, I also rise to support this Bill. Based on the account that the Minister gave about the period that we are left with, I think it is very important that we support it. In fact, I would even go ahead and say that the Minister, the Government and Parliament should look into ways of creating more time for us to debate all that has been outlined here. Given the fact that we have got 230 judges and we are left with only112 days, it is very important that we shorten this period. view
