Members who were here saw the Minister making his presentation very well. He was calm and it flowed very well. Generally, I would say that it was a good Budget. However, we have to keep on emphasising and re- emphasising what we have said here before. We are an agricultural country. Agriculture is the mainstay of our economy. Last year, the District Commissioner (DC) closed the office where these operations were taking place and he promised that he would take action. Mr. Deputy Speaker, Sir, from my own professional experience, and looking at all the projects that we are going to fund with the Constituencies Development Fund (CDF), most of them are to do with buildings. Is he in order to tell us that allocation of Districts is dependent on the population when I know very well that there are some constituencies which are districts and they have smaller populations than others?
