On a point of order, Madam Temporary Deputy Speaker. Now that every time we ask for Ministerial Statements the only person who appears to be in this House to respond on behalf of the Government is the Vice-President and Minister for Home Affairs, would I be in order to request that the structure of the Government changes, so that the Vice-President and Minister for Home Affairs can be taking charge of Ministerial Statements as Ministers take charge of other matters?

Thank you, Madam Temporary Deputy Speaker. I would like to support the issue of reforms in the telecommunications sector. At the moment, the number of subscribers in this sector is approaching 15 million. We have about 11 million Safaricom subscribers and almost 4 million Celtel subscribers. When the Kenya Communications Act, No.2 of 1998, came into operation, the number of subscribers was hardly two million. So, the Act was designed to take care of hardly two million subscribers. Mr. Speaker, Sir, I beg to ask the Minister for Energy the following Question by Private Notice. (a) Is the Minister aware that the price of premium petrol in Nairobi and most other parts of the country is retailing at around Kshs100 per litre, while it is retailing at around Kshs93 per litre in the Mount Kenya Region, giving a difference of about Kshs7 per litre? (b) Could the Minister explain this discrepancy---?

Mr. Speaker, Sir, the Assistant Minister started off by talking about these cartels' behaviour. I am sure that what this House and country would not like to hear is about the issue of cartels. What is the Ministry doing to get rid of the issue of cartels in the oil industry? Secondly, going by the explanation given by the Assistant Minister, I would imagine that if we go by economies of scale, fuel in Nairobi should be cheaper than fuel in the Mount Kenya region. Mr. Speaker, Sir, considering the fact that recently, we passed the Consumer Protection Bill in this House, and taking into account the role the Government is supposed to be playing in protecting its citizens, could the Ministry consider re-introducing regulation because of the unscrupulous manner in which oil companies operate?

Mr. Speaker, Sir, I sought the Ministerial Statement from the Minister for Transport because of a grave matter concerning the accident that occurred recently, where we lost two hon. Members of this house. We had an assurance from the Government Business twice that she was going to ensure that the Minister would come to respond. Going by the ruling you made last week, I think it is time you made a further ruling on the role the Ministers are supposed to play in this House. I will leave that to you!
