  • 17 Jul 2008 in National Assembly: Mr. Speaker, Sir, I would like to ask the Minister whether he will consider the issue of interns. This is because, already, there are complaints that you cannot employ qualified teachers as interns compared to those who are already serving. Could the Minister, in whatever measures he is taking, consider to employ all the trained teachers as permanent employees instead of employing some of them as interns? view

  • 16 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, I thought that when a full Minister and an Assistant Minister are present here, the full Minister should answer the Question! I think the Assistant Minister--- view

  • 16 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, I thought you were seeing me! Just as a follow-up on a question that has been asked by Dr. Khalwale, I would like to request the Minister, now that the country has got more than 150 constituencies which are districts and which is a large proportion, to consider having this recruitment done at the constituency level and not at the district level. view
  • 16 Jul 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for the opportunity to support this Vote for the Ministry of Nairobi Metropolitan Development. Just like the previous speakers have said, I think this Ministry has been long overdue. Mr. Deputy Speaker, Sir, I think what has happened is that, the problems we see in towns like Nairobi of congestion, traffic jams and even crime arise because of lack of proper planning in the beginning. Now, we are talking about very major schemes for the city and the environs, which will now be converted into a metropolis. Mr. Deputy Speaker, Sir, I just wanted ... view
  • 16 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, I am sorry; I withdraw and apologize. I think my brother here does not want me to make my point but I will make it. view
  • 16 Jul 2008 in National Assembly: He was once my brother in the Ministry of Labour. Mr. Deputy Speaker, Sir, what I am saying is that the reason why we were caught up in this is that we were not proactive enough; as I said, you should now employ officers on merit and you should also be well-staffed. With those few remarks, I beg to support. view
  • 15 Jul 2008 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for giving me the opportunity to support this important Vote No.42 for the Ministry of Youth Affairs and Sports. Just going by what has been said now and what we know, the youth constitute a very large proportion of our population. They constitute more than 70 per cent of the population. Therefore, it is very important that we also lay emphasis on this. If you imagine that the youth in our country constitute about 70 per cent of the population, we need to ask ourselves what will happen in the 1814 PARLIAMENTARY DEBATES July ... view
  • 8 Jul 2008 in National Assembly: asked the Minister for Education:- (a) whether he could confirm that the Government has not reviewed the terms of service for teachers in this country for over ten years; (b) whether he is further aware that, as a result of the big discrepancies in the salaries of teachers vis a vis those for mainstream Government employees, many teachers are moving to other sectors of employment and, thereby, impacting negatively on the teaching profession; and, (c) what plans he has to remedy the situation. view
