  • 1 Sep 2010 in National Assembly: Madam Temporary Deputy Speaker, the allocation for HELB for the Financial Year 2010/2011 is about Kshs2.9 billion out of which Kshs2.7 billion is to be loaned to the students. The balance of Kshs200 million will be used towards administration and operation costs. Last Financial Year 2009/2010, the allocation was Kshs1.5 billion out of which Kshs1.4 billion was to go towards loaning to the students and about Kshs100 million towards administration and operations. The Ministry is supposed to be in charge of financial discipline in the Government. What I have seen is that the Ministry is trying to reduce--- If you look at the history of budgeting and financing of programmes, you will find that it is a matter of trying to reduce the amount of money being spend on Recurrent Expenditure vis-Ă -vis Development Expenditure. The Minister for Planning, National Development and Vision 2030 has said that they have already provided money for the CDF, that is, Kshs16 billion. What is the Assistant Minister doing to ensure that the Ministry has adequate capacity for follow up action? The committee that awards tenders relies on the recommendations from the Government civil servants. So, if they point out that a contractor has failed, why should they not understand? I think the Assistant Minister is not in order. view
