can protect the interest of the residents in those counties. This is the reason why it is very important that we have this amendment in place. I congratulate Sen. Mutula Kilonzo Junior for doing that. Article 96 of the Constitution, which, in my view, most Senators do not seem to read, gives them the roles they are supposed to play, both in protecting the county governments and ensuring that they function. In fact, they left that role in the beginning and spent most of the time battling with the National Assembly, over supremacy. That is the reason why things went ...

still young and what we are seeing now, sometimes, you wonder whether we were capable of learning. In the milk sector, you can get a lot of products. Kenya has got a lot of rainfall throughout the year. So, it is possible that we can extend this service to many parts of the country. Thank you, Hon. Temporary Deputy Chairman. As much as I sympathise with the situation we have already made strides in matters to do with affirmative action in this country. In fact, some of the best lawyers in this country come from those same areas which we are saying we cannot get professionally qualified people in those fields. For that reason, I would like us to maintain what is going on right now. Let us do a bit of affirmative action to support those areas, but let us maintain the standards. So, I oppose the amendment.

Petroleum is a very important natural resource and commodity not only in this country, but also worldwide. It is very important that, as we start the issue of exploration, development and production of the commodity, we put in place measures to safeguard the resource itself, provide guidelines on how it is going to be utilised and related aspects such as how the environment shall be protected. It is when we get into the aspect of exploration that you find a lot of competing interests, including environmental issues. It is very important that we pass laws which will guide how exploration ...

damage due to chemicals that are being emitted from some of the factories around there. The issue of health and safety is very important. Generally, there should be adequate consultations to ensure that we do not have conflicts over such resources. Article 6 of the Constitution comes in handy because it talks about the levels of government. We have the national Government and the county governments. This is a resource for the country, but it is found in various counties of this country. By right, the resource is generated in certain areas. Therefore, people in such areas must have a ...
