Mr. Speaker, Sir, I agree with the Assistant Minister that when this facility was put up many years back, it was meant for the purpose he has just explained. However, we now have Vihiga District Hospital, whose existence was not contemplated at that time, and which can offer these services.

Secondly, there is Masinde Muliro University in Kakamega, which if the Ministry were to accept their request, will also serve this purpose. So, I would like to request him, once more, based on those facts, to consider turning Mbale Rural Teaching Hospital into MTC.

Mr. Temporary Deputy Speaker, Sir, I want to put it to the Minister that according to the NSSF Act, although he is supposed to get names from the Board of Trustees, he is the appointing authority. I would like him to tell us the fate of the senior officers who were suspended, but were eventually absolved by the KACC.

On a point of order, Mr. Speaker, Sir. Mr. Mbugua asked what the Assistant Minister is doing about the dust that is being generated there. Is the Assistant Minister in order to evade that question and start explaining that he knows where Muthurwa is? He is not telling the House what action he is taking.
