6 Aug 2015 in National Assembly:
If it does not come out very clearly and people do not know, it will be very difficult even for the laws that we have put in place to be implemented. Awareness is very important. It is good that this sessional paper has come at a time like now. That is because when it gets to elections time, you will get the civil society educating people on what they are supposed to do. For example, last time, the ones who were doing civic education on the Constitution went round, but they did not even get to the people. They went ...

6 Aug 2015 in National Assembly:
It is very important we get time - when it is not campaign time and when there is not much politics - so that people can get to know what their laws entail. So, this is a very important paper. The other day I was very happy that the Chief Justice himself---

6 Aug 2015 in National Assembly:
Thank you, Hon. Temporary Deputy Speaker. This is a very important amendment Bill. I just want to join my colleagues in congratulating Senator Martha Wangari for remembering and bringing this Bill so that we can streamline issues. Just like it was intended, the Constitution came up but there is a lot that we need to do in order to operationalise various articles and sections of the laws that we enacted here just before the elections. Just like my colleagues have said, the issue of balancing has been taken for granted. When you see some of our colleagues running up and ...

29 Jul 2015 in National Assembly:
Thank you, Hon. Temporary Deputy Speaker for giving me the opportunity to support this very important Motion. It is important to support this Motion because our economy is growing very fast. It is one of the fastest growing economies in the world. In fact, the remarks by the President of America, Barack Obama were that our economy was far from what is going on in the Far East, namely, Korea, and the fact that the gap is now closing. That confirmed that our economy is growing very fast. We have just been getting figures, but that was an observation from ...

29 Jul 2015 in National Assembly:
So, registration of firearms will be an important element and those who are supposed to take up the jobs of ensuring that records are properly kept should be people of high integrity. It is just the Motion we were talking about here, about police officers. Maybe, there was no enough time for us to talk but there are officers who, apart from just going to look for jobs outside there, some of them have used the same arms to commit crime in order to earn a living. That is because the arms they carry are supposed to take care of ...

7 Jul 2015 in National Assembly:
Thank you, Hon. Speaker. I stand to support the Ethics and Anti- Corruption Commission (Amendment) Bill because in the first place, even as much as we say that there is a statement that it is going to involve additional expenditure, this is going to be a cost saving measure. I support what Hon. Jakoyo Midiwo has just said about the numbers because the idea was to have between four and nine Commissioners in all commissions. It was at the time when we were fighting for change trying reduce the powers at the centre and giving them to other institutions, which ...

7 Jul 2015 in National Assembly:
I remember the time when we had a lot of competition in the last Parliament when we were trying to put in place the commission led by Mr. Nyachae and so on. The competition was in how much money these people were going to earn as commissioners, depending on who had taken them to this commission. The competition was between the two principals who were there: President Kibaki and Hon. Raila. So, it is important that we make them the way--- In fact, we have had examples of institutions which have worked very well like the Communications Commission of Kenya ...

7 Jul 2015 in National Assembly:
The Act stipulated that there must be people who understand the matter that is to be dealt with in that particular commission. So, it is going to be a cost saving measure. If you look at the aspect that we need to fund like when you see the courts making rulings that teachers should be paid more---When I was reading the newspaper, I saw that the minimum pay for teachers was to be something like Kshs16,000, and they are supposed to stay in school from morning to evening, teaching in a country we say must attain Vision 2030. In fact, ...
