One of the key elements in the new Constitution is that we need to give enough time for Kenyans to know what is going on. So, it is necessary that, in future, we keep to time. The document is brief and precise and it makes it easy for anybody who will want to make reference to it. It is also good because we have been talking about the new Constitution that we put in place two years ago. The Pan African Paper Mills Company in Webuye which was producing paper was killed by the Government.
