30 May 2012 in National Assembly:
Mr. Speaker, Sir, I was saying that this is a very important Bill. If you look at the history of Kenya School of Law, it was started in 1964. But it was only in 1995 when, according to Section 3(3) of the Act, it provided:- “The School shall be a successor of the Kenya School of Law established under the Council of Legal Education Act of 1995.” Here, it was just under the Act of 1995. This has taken time from 1964. This Bill now is going to legitimize the Kenya School Law completely. It is important considering that even ...

30 May 2012 in National Assembly:
I can see the Minister and the Attorney General are here. I would like to commend their offices for coming up with this Bill. Ultimately, this Bill is supposed to bring order and discipline in the legal profession and practice. That means that the training at the Kenya School of Law must, as much as possible, be able to anticipate the kinds of acts that those who have been trained are likely to encounter. They are supposed to deal with acts of commission or omission. So, the law should be as comprehensive as possible, taking into account that it will ...

30 May 2012 in National Assembly:
Mr. Speaker, Sir, I was just imagining a situation of the educational and the professional qualifications that people attain. In every profession, it is the best or those who are very knowledgeable in areas, or those who are very qualified and experienced who eventually bring in bad habits. We do not see this happening in offices of very junior people. They do not get themselves involved in corruption or bad practices like planning to steal from clients. I think it is done by people who are very knowledgeable and experienced. So, I was just imagining a situation where we have ...

30 May 2012 in National Assembly:
Mr. Speaker, Sir, I said that for us to achieve Vision 2030, we must have proper laws in place. If we will continue with corrupt practices without proper laws which can apprehend these activities, then I think we shall be working in vain.

30 May 2012 in National Assembly:
Mr. Speaker, Sir, the professional practice is what I want to address here. There must be the element of practice and the practical aspect where they are exposed to what has happened, what is likely to happen or what is happening, so that they are also well versed in what they are likely to encounter because there are also temptations. For example, in many premises we are told not to leave our valuables unattended to. This is because if we were to leave them, for example, in a vehicle which is not attended to, we will tempt people to break ...

30 May 2012 in National Assembly:
So, I want to commend, at least, the Ministry and the Office of the Attorney- General for having come up with this Bill. At least, it is an indication that we, as a country, are willing and ready to change. We are ready to leave behind the past and forge ahead.

29 May 2012 in National Assembly:
Mr. Speaker, Sir, I also want to thank the Minister for being proactive on this matter. However, I thought this matter was larger than what the Minister is trying to address. Since he is a Government Minister, I would like to hear from him on what the Government is doing. Yesterday, immediately this happened the Prime Minister was at the scene. The Deputy Prime Minister was also there. They were talking about what we have always been saying when something like this has happened; we have always said that we would make sure it did not happen again, yet it ...

29 May 2012 in National Assembly:
First of all, I just want to say I was thinking negatively about giving lawyers - the lawyer there and distinguished lawyers here--- But I just remembered that they are presidential candidates and so, I withdraw my feelings. But I want to---
