Mr. Speaker, Sir, I also want to join my colleagues in condoling with the family of Mr. John Michuki. Apart from the firmness which we have heard about, he was also a very interactive and sociable person. When Mr. Michuki was Minister, he was able to make proper appointments in the Ministry. I was one of the lucky ones when I was on sabbatical from this House. He appointed me into one of the corporations, that is, the Communication Commission of Kenya (CCK) where I served for five years. One of the things they thought would be eliminated through devolution is to remove responsibilities and powers from the top and bring them down to the people at the grassroots level. This is an aspect that needs to be addressed. Clause 11 of the Bill talks about the functions of the technical committee which shall be responsible for the day to day administration of the activities of the summit and in particular facilitate activities of the summit and implement the decisions of the summit, take over the residual functions of the transition entity established under the law relating to devolved governments after the dissolution of such entity. Mr. Temporary Deputy Speaker, Sir, this is something that I noticed here in this Bill. It says:- “If a county assembly fails to enact any particular legislation required to give any further effect to any provision of this act, a corresponding national legislation, if any, shall, with necessary modification, apply to the matter in question until the county enacts the required legislation.” I was looking at this and I think there is a blank here.
