I have personally worked with Mr. David Kimaiyo both as a Provincial Commissioner (PC) and later as an Assistant Minister and then as a Minister in the Cabinet in the Office of the President and lately as Minister for Defence and Acting Minister for Internal Security. Mr. Speaker, Sir, I do not have much to add to all the good things that have been said about our brother, Mr. Gichohi. However, there is one outstanding matter I want to bring to the attention of the House. As we all know, Mr. Gichohi is a very humble and religious man. Mr. Temporary Deputy Chairman, Sir, I oppose this amendment on the grounds that all our banks keep shareholders’ money who are either Kenyans or other people, who invest in this country. It would be totally wrong for us to pass the amendment since it will rob people who have invested in shares of the money. We cannot take money and give it to a few people because we are trying to help them. We have helped them already by giving certain incentives; therefore, I think it is quite in order to proceed with the Bill.

On a point of order, Mr. Deputy Speaker, Sir. I am only enquiring whether the hon. Member is right to say that we are being assisted. There is no country which has assisted Kenya. We have gone to this liberation of Somalia on our own. It is only the African Union with whom we have entered into agreement who are supposed to make the payments. No any other country has helped us.

Mr. Deputy Speaker, Sir, I agree. I was merely talking about the Kenya Defence Forces (KDF) that were fighting alongside the Transitional Federal Government soldiers who have also gone through a difficult time.
