Mr. Deputy Speaker, Sir, I want to agree with Ms. Karua that besides the drought situation in that area and the conflict between the farmers and pastoralists, it has some element of political instigations. I say that because this morning, when I called a meeting for all the political leaders, there is one single Member of Parliament who is also an Assistant Minister who refused to attend that meeting. It is hon. Godhana! He is the one! He told the Permanent Secretary that he will not attend the meeting and even in the meeting with hon. Members, some who attended that meeting said that he was not attending the meeting because he had some reasons why he was not attending. Mr. Temporary Deputy Chairman, Sir, my counter-proposal is that instead of the Principal Secretary in the Ministry responsible for matters related to Local Government, it should be the Principal Secretary for Cabinet Affairs. Mr. Temporary Deputy Chairman, Sir, in Clause 5(2) where my sister is proposing that a new sub-clause “r” be added, I propose that the Principal Secretary in the Ministry responsible for matters related to Works be deleted, since he can be co-opted. This is because his role will be only when a dais is being constructed.
