Mr. Speaker, Sir, there are certain issues which a Member of Parliament or a Minister cannot handle. This is a matter of constitutional nature and it is only when a boundaries Commission is established that this matter can be looked into. I am speaking as a Member of Parliament for Ijara, that is when she knows my name, not as a Minister of State for Defence and Acting Minister for of State for Provincial Administration and Internal Security.

Mr. Speaker, Sir, this cannot only be dealt with by a parliamentary Committee. This problem needs a Commission to investigate and make recommendations because it is not only felt in one area but it is nationwide. Therefore, we recommend that a Commission be appointed to look into the boundaries as we wait for the Boundaries Commission to be appointed.

On a point of order, Mr. Temporary Deputy Speaker, Sir. I think Mr. Midiwo is making very wild allegations against the NSIS. It is not enough just to mention the name of Dr. Khalwale. He should substantiate who are the people who have been given money, where they were given and who gave it to them.

Mr. Temporary Deputy Speaker, Sir, the National Security Intelligence Service was established in 1999 following the enactment of the National Security Intelligence Service Act, No.11 of 1998. The service is an independent civilian agency with no law enforcement powers, and whose role in matters of national security is advisory. Thank you, Mr. Temporary Deputy Speaker, Sir. It provides for the protection of service, intelligence, operation and maintenance of and preservation of national security. Mr. Temporary Deputy Speaker, Sir, the Bill was subjected to wide consultation and validation process by a wide range of stakeholders. The Bill also received invaluable input from Members of Parliament during a recent workshop retreat in Mombasa, as well as here at the Departmental Committee of Parliament. I want to request Mr. Kimunya to second.
