On a point of Order, Mr. Deputy Speaker, Sir. I am very confident and I am a very capable Minister as I was a very capable Provincial Commissioner. In the first place, history always guides human beings. The idea of having this kind of legislation was mooted in the western world and imported to Africa, Kenya included.
