Thank you very much, Mr. Temporary Deputy Speaker, Sir. I would like to support this Motion, but with some reservations. People in North Eastern Province, and other marginalised parts of this country, still live in the Stone Age! I say they still live in the Stone Age because we have information, truthful information, that when some of our boys complete their primary school education and join secondary schools in urban areas, they are mistreated by their brothers and sisters from urban areas. Thank you, Mr. Temporary Deputy Speaker, Sir. Many times, for months, we are not able to communicate with our constituents because the solar system which generates power for telephone use is out of order. One wonders whether, really, it is fair to say that a lot has been done in terms of electricity generation in this country. We know that some parts of the country are advantaged and get electricity on a regular basis. On a point of order, Mr. Deputy Speaker, Sir. In view of this serious implication on security matters, I wonder whether the hon. Member can produce any minutes of the discussions or Press reports. They can then come and discuss them with you. This issue should not be dismissed and taken lightly. It is alleged that plans are under way to wipe out an entire community the Mungiki style.

Mr. Deputy Speaker, Sir, since yesterday I have been listening attentively and I noted that some hon. Members of Parliament are really commending the Ministry of Health for what they term as achievements. I personally doubt whether this is true in all parts of this country. It may be true in some parts like where the hon. Minister comes from and other privileged and favoured areas of this country. Mr. Temporary Deputy Speaker, Sir, Ijara is 200 kilometres away from Garissa. Last year, for three good months, the roads were impassable. The Government had to do air-dropping. Even fixed-wing aeroplanes could not land in any of the airstrips. We cannot expect a patient to be driven on such roads for 200 kilometres. The nearest place we have is Tana River District Hospital which is about 16 kilometres. We have to cross Tana River using a canoe. I remember one time the MOH's boat capsized and he was almost eaten by crocodiles. Can anybody really stand here and say that ...

Mr. Deputy Speaker, Sir, I hope His Excellency the Vice-President and Minister for Home Affairs, is aware that the only polytechnic that we have in North Eastern Province is the one in Garissa. It serves Ijara, Fafi and other constituencies which do not have village polytechnics. Are they included in this programme?

asked the Minister for Immigration and Registration of Persons:- (a) whether he is aware that Kenyans of Somali descent visiting Tanzania are frequently subjected to arrest and detention particularly over the past six months; (b) whether he is further aware that the Immigration Department in Tanzania imposes the words " persona non grata " on the passports of the arrested Kenyans making it impossible for such person(s) to travel with the same passport; and, (c) what steps he is taking to stop these arrests.
