Mr. Speaker, Sir, I think we are now on the same wavelength because the Assistant Minister has admitted that these people were about to sell 36 ID cards. Mr. Speaker, Sir, I would like this Question to be deferred because I want to produce a list of 2,000 people from my district who have applied for ID cards since 2002, and up to today they do not have the IDs. Mr. Deputy Speaker, Sir, I do not intend to criticise the Minister as a person. The Minister said that these animals are dying because of mineral deficiency and poor husbandry. We all know that camels are not reared in Nyahururu which is very cold. They are normally reared in the parts where these animals are dying. If these animals have survived for all these years in that environment, why is there a deficiency of minerals now? Minerals come from the ground and camels do not graze, but they eat leaves and trees. Could the Minister tell us how this was ...

On a point of order, Mr. Deputy Speaker, Sir. Is the Assistant Minister in order to say "small problems"? Boundary disputes normally lead to fighting! The matter should be arrested before it gets out of hand.

asked the Minister for Roads and Public Works:- (a) whether he is aware that the construction of Masalani Bridge which started in 2002 has not been completed to date; (b) what has occasioned this delay, how much the original cost was and how much has been spent so far; and, (c) when he plans to complete the bridge.

Mr. Deputy Speaker, Sir, I am more than grateful for the answer given by the Minister. I wish to add that I was given a similar answer way back in 2004. I was told then that the bridge would be completed by July, 2004. This Minister was my boss and he is an honest and reliable person. When this bridge is completed, the approach from Tana River is normally the area where it floods. It will be a useless bridge without that approach. What does the Ministry intend to do about it?

Mr. Deputy Speaker, Sir, I beg to ask the Minister for Foreign Affairs the following Question by Private Notice. (a) Could the Minister inform the House the fate of a Kenyan working with the United Nations Development Programme (UNDP), Mr. Mohammed Amin Dable, who was arrested by Ethiopian security forces at Kismayu on 3rd January, 2007? (b) What steps is the Minister taking to secure his release?

Mr. Deputy Speaker, Sir, I reported this matter to the Ministry of Foreign Affairs on 16th January, 2007. That is about three months to date. It is shocking to hear that the Government is not aware of Mr. Dable's whereabouts, yet I have reported to them where he is. He was in Kismayu and later taken to Harad in Ethiopia. The latest information I have is that he was returned to Baidoa. Now that we know where he is, could the Assistant Minister tell us when to expect an answer that the Government has secured his release?

Mr. Deputy Speaker, Sir, would I be in order to request the Government, through the Assistant Minister, that since the children of Mr. Dable are suffering in Kismayu without any income, guardian or anybody to help them, to consider, as they continue looking for means and ways of securing the release of Mr. Dable, extending assistance to his children in Kismayu?
