  • 21 Nov 2006 in National Assembly: Mr. Speaker, Sir, notwithstanding deceased persons, we all know that people have to retire at one time or another. Could the Minister consider - in addition to the measures he has put in place - liaising with parent Ministries to ask persons remaining with six months to proceed on retirement to memorise all their records, so that by the time such persons retire, their pensions are processed? I am saying this because I know three or four people from the North Eastern Province, who have retired from public service. For the last one month, there has not been any road ... view
  • 15 Nov 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I recall when I was the District Commissioner in Kiambu in 1983, I was sent as an impartial District Commissioner to go and supervise elections in Kitale District, where Mr. Muliro was elected. When he came to this House, and this is reflected in the HANSARD, he said a lot of good things about me. Today, I feel I am obliged to support that this university be called the MMUST. • 15 Nov 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity. I would like to support this Bill. view
  • 15 Nov 2006 in National Assembly: I would also wish to commend the Minister for coming up with this very important Bill, which is overdue. In actual fact, we needed this Bill yesterday and not today. This is because, as we all know, without proper policy guidelines, it is always very difficult to manage any situation, more so, the question of refugees. Mr. Temporary Deputy Speaker, Sir, the plight of the refugees is a very sad thing. It is similar to a tree, which has grown for many years and then it is uprooted completely. Refugees are people who are displaced socially, economically and in every ... view
  • 8 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, the problem of shortage of teachers is countrywide. However, one of the factors contributing to shortage of teachers is natural attrition processes such as death, resignation and so on. Why is it that the Ministry does not replace teachers immediately there is a vacancy? Why do they have to wait for a year? Why is it not possible for them to immediately recruit teachers? view
  • 8 Nov 2006 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is hon. Obwocha in order to refer to one's dad? Is this a parliamentary debate or a market debate? How can he refer to hon. Ojode's father? Is he in order? view
  • 8 Nov 2006 in National Assembly: asked the Minister of State for Immigration and Registration of Persons:- (a) whether he is aware that issuance of passports is taking a long time, contrary to the Government policy that the same be processed promptly; (b) whether he is further aware that people from North Eastern Province wait for passports even longer due to a vetting exercise conducted in Nairobi; and, (c) who constitutes the vetting panel and why this exercise cannot be undertaken at the provincial or district level. view
  • 8 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, I do not know whether I should laugh or cry. Part "a" of my Question was:- "Is the he aware that the issuance of passports is taking a long time, contrary to the Government policy that the same should be processed promptly?" Here, he says that he is not aware. But, again, he says that it takes 20 days. Is 20 days really a short time? Secondly, I am really shocked by the Minister, who is telling this House that there is a special vetting committee here in Nairobi, whereas you are aware that we have ... view
  • 8 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, in the first place, I want to demand that the Minister apologizes to me because I did not start screening the Somali people. It was done by the Government and my work as the PC was only to implement Government policies. So, he needs to apologize to me. Mr. Deputy Speaker, Sir, secondly, we did a very good job. We have registers, both at the district and provincial headquarters. Why do they have to come all the way to Nairobi? Could he answer that? view
  • 7 Nov 2006 in National Assembly: Mr. Speaker, Sir, is the Minister in order, being a Muslim himself, to expect that Muslims will pay 18 per cent interest? Our faith does not allow us to accept any loan that will attract any interest. What is he going to do for the interests of Muslims in this country? view
