In actual fact, we needed this Bill yesterday and not today. However, one of the factors contributing to shortage of teachers is natural attrition processes such as death, resignation and so on. Why is it that the Ministry does not replace teachers immediately there is a vacancy? Why do they have to wait for a year? Why is it not possible for them to immediately recruit teachers? view

• 8 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, in the first place, I want to demand that the Minister apologizes to me because I did not start screening the Somali people. It was done by the Government and my work as the PC was only to implement Government policies. So, he needs to apologize to me. Mr. Deputy Speaker, Sir, secondly, we did a very good job. We have registers, both at the district and provincial headquarters. Why do they have to come all the way to Nairobi? Could he answer that? view
