Mr. Speaker, Sir, can the Chairperson also give us an answer to the problem of repairs of roads in the city. If you go to oversees, these repairs are normally undertaken at night or over the weekend. However, in this country, they are done in the middle of the day and in the morning. We see tippers with stones blocking people going to work. Mr. Speaker, Sir, I stand to support the Motion but I want to follow my colleague, Sen. (Dr.) Ali. We are tired of these leaders tongue-lashing each other. They should set a good example to the people they lead and more so when we have guests from the counties. We should rein them in. We should not allow them to continue to do what they are doing.

Thank you very much, Mr. Speaker, Sir. I congratulate the presenter of the Motion for her eloquence and for the good manner in which she presented. The audit report is revealing a lot of problems with our counties. But, unfortunately, there was no way in which we could correct these problems because of lack of the necessary staff to support the Senators. Mr. Speaker, Sir, defilement and rape are serious offences. I am wondering why so many of them are appearing on that area. Could it be that people are drinking and smoking bhang a lot? What is contributing to this thing? The Ministry should find out. These are many cases. Next time it can rise to 200 cases. We would like to know what the Government is doing about this serious matter.

Thank you very much, Mr. Deputy Speaker, Sir. I stand as an elder and a friend. From the argument, it looks there is a bit of confusion as to the legality of the Leader of Minority. However, he has clarified. In view of that clarification--- I also heard on the radio when I was coming that he was appointed as a leader and Hon. Mbadi, the leader on the other side. On a point of order, Mr. Speaker, Sir, there is a trend of hon. Members on the other side coming here to just log in and go away. This should not be allowed. There is need to change the Standing Orders so that Members of Parliament come to Parliament to participate as they have been elected. Thank you, Mr. Speaker, Sir.

Thank you, Mr. Temporary Speaker, Sir, I stand to second this Motion. This is a good Bill, it is addressing the mistakes that happened in 2012 when this kind of a Bill was debated and passed. I do not see any good reason for our colleagues in the minority coalition to lament about the proposal that is being made in this Bill.
