As I said earlier, my colleagues emphasized the role of the Senate as stipulated in Article 96(1) of the Constitution, which is to protect the interests of the counties and their governments. The treaty which provoked us into bringing this Bill is as a result of the military treaty between Kenya and the British. These military exercises are done in the counties.
