Mr. Speaker, Sir, I beg to move that The County Governments Disaster Management Bill (Senate Bill No.40 of 2014) be read a Second Time. Thank you very much Mr. Speaker, Sir. The principle purpose of this Bill is to provide a uniform legislation framework for effective and comprehensive disaster management by the county governments. The Bill delegates the legislation making powers to the county governments for the purpose of the objectives set out in the enabling provisions.
