  • 8 Oct 2015 in Senate: Thank you, Mr. Speaker, Sir. I disagree with what my senior, Sen. Musila, has said. The wires that he is talking about are meant to benefit the contractor and the officer who is giving it. I am saying this because deals from--- In the former Hulugho District, only five kilometres from the Kenya-Somali border, we have the military, police, Deputy County Commissioner and all Government offices. • 8 Oct 2015 in Senate: Mr. Speaker, Sir, we cannot be gagged for saying the truth. It is daytime and the Government is lying in broad daylight by giving that statement. I want an explanation as to why 10 years down the road, there is no electricity in Hulugho, and yet a huge power house was constructed and poles laid. view
  • 1 Oct 2015 in Senate: Mr. Speaker, Sir, I do not mind delegating to her. This is a straight forward matter that will not require a lot of investigation. It happened in Nairobi. The police headquarters is here as well. Therefore, I will give an answer by Thursday, next week. view
  • 1 Oct 2015 in Senate: Mr. Speaker, Sir, regarding the issue raised by my brother Sen. Hassan, it is very difficult for anybody to decide what demonstrators will say or do. One time, we were in the United Kingdom with the former President, His Excellency Daniel Arap Moi and there was a demonstration. We were told that demonstrators are normally paid. Therefore, only their master knows what they will say. With regards to Sen. Ong’era’s question, that is not under my purview. It is only the Speaker who can decide on how petitions are brought and received by the House. view
  • 30 Sep 2015 in Senate: On a point of order, Mr. Deputy Speaker, Sir. I agree with your ruling. If we insist that Cabinet Secretaries must sign all letters, it will be very unfortunate because we may end up not giving any Statements. They are very busy people and in any Government a letter signed for the holder of the office is as good as the letter signed by the officer concerned. The ruling by Speaker ole Kaparo that my brother is referring to was done during a different Parliament. This is the Senate and we are in a different system today from the one ... view
  • 29 Sep 2015 in Senate: Thank you, Mr. Deputy Speaker, Sir. We the people from northern Kenya are not so much worried about voting. We are worried more about our citizenship because when you do not have an identification card, your citizenship is in question. There are a lot of security operations which are going on all over the country and many of our people are being arrested left, right and centre for lack of identification cards; a mistake which is not theirs. • 29 Sep 2015 in Senate: On a point of order, Mr. Deputy Speaker, Sir. Sen. Mutula Kilonzo Jnr. raised the question of identification cards. He asked why this issue is lying within our Committee, but that is not the case. We have the Bill and we have done our work, but it is with the Commission for the Implementation of the Constitution (CIC). view
  • 29 Sep 2015 in Senate: On a point of order, Mr. Deputy Speaker, Sir. We know that Sen. Wako has been away for some time. Instead of answering in a brief manner, he is going round in circles, wasting our time--- view
  • 29 Sep 2015 in Senate: Mr. Deputy Speaker, Sir, the Statement sought by Sen. Sang is very valid and very important. I have been told by the distinguished Senator for Bungoma that they have a ward for boda boda casualties in Bungoma. Unfortunately, I am not able to issue the Statement right now. I want to apologise and ask for more time so that I can do due diligence to respond to the Statement. The electronic version of the Senate Hansard Report is for information purposes only.
