• 1 Oct 2015 in Senate: Mr. Speaker, Sir, regarding the issue raised by my brother Sen. Hassan, it is very difficult for anybody to decide what demonstrators will say or do. One time, we were in the United Kingdom with the former President, His Excellency Daniel Arap Moi and there was a demonstration. We were told that demonstrators are normally paid. Therefore, only their master knows what they will say. With regards to Sen. Ong’era’s question, that is not under my purview. It is only the Speaker who can decide on how petitions are brought and received by the House. view

If we insist that Cabinet Secretaries must sign all letters, it will be very unfortunate because we may end up not giving any Statements. They are very busy people and in any Government a letter signed for the holder of the office is as good as the letter signed by the officer concerned. We are worried more about our citizenship because when you do not have an identification card, your citizenship is in question. There are a lot of security operations which are going on all over the country and many of our people are being arrested left, right and centre for lack of identification cards; a mistake which is not theirs. He asked why this issue is lying within our Committee, but that is not the case. We have the Bill and we have done our work, but it is with the Commission for the Implementation of the Constitution (CIC). view
