On a point of order, Mr. Speaker, Sir. Is he in order to say that the candidate became an Inspector courtesy of Rtd. Brig. Boinett, when he had the qualifications and among other Kenyans, he was interviewed and appointed as a cadet inspector? Is he in order to impute improper motive against somebody who cannot defend himself here?
