  • 8 May 2012 in National Assembly: Madam Temporary Deputy Speaker, I beg to ask the Minister of State for Provincial Administration and Internal Security the following Question by Private Notice:- Is the Minister aware of the death of Mr. Abdullahi Ibrahim Ali who was in custody in Milimani Police Station, Nairobi on 7thMarch, 2012 and, if so, could the Minister explain the circumstances of his death? view
  • 8 May 2012 in National Assembly: Madam Temporary Deputy Speaker, I am really surprised by the Assistant Minister’s answer. Abdullahi Ibrahim Ali was arrested in Eastleigh on 3rd March. He was handed over to a special security unit in Milimani. After several days of interrogation, he was charged to appear before a court. Two days before his appearance, he was brought to his house in Eastleigh Section 3 where his family saw him. His flat was searched by the police. Subsequently, on the day he was to appear in court, the police informed the court that he had died while in detention and his family was ... view
  • 8 May 2012 in National Assembly: Madam Temporary Deputy Speaker, I had no expectations that there will be denials and something similar to the dark days when in fact records of people who have been executed by the State machinery would be expunged from our State documentation. Therefore, I would like to ask for extra time to be able to table the documentary evidence on the unfortunate death of Abdullahi Ibrahim Ali. Thank you. view
  • 2 May 2012 in National Assembly: Mr. Speaker, Sir, I wanted to extend that question to the neighbouring Kamukunji Constituency, where we have been facing some serious and chronic water shortages. view
  • 2 May 2012 in National Assembly: Could the Assistant Minister tell us the reasons for that and what action his Ministry is taking to ensure that water supplies are enjoyed by those communities in Kamukunji? view
  • 2 May 2012 in National Assembly: We also have a serious problem of sewage pouring into the streets to the point where businesses have closed in some parts of Airbase, and also children are not able to go to some of those schools. view
  • 2 May 2012 in National Assembly: asked the Minister for Local Government:- (a) whether he is aware of the failure by the Nairobi City Council to provide basic services such as garbage collection; (b) whether he is also aware that garbage has piled up in many areas of Kamukunji, posing a threat to the health and well being of both residents and visitors; and, (c) what action he is taking to ensure that the Nairobi City Council collects garbage timely and improves the sanitation situation in the constituency. view
  • 2 May 2012 in National Assembly: Thank you, Mr. Speaker, Sir. I am terribly disappointed by the answer the Assistant Minister has given. The answers that I got were prepared on 29th November, 2011. This means that this is an automated answer which has no bearing on the realities facing our City. The City of Nairobi is the dirtiest city in our country if not in our continent. I think the NCC has failed. Could the Assistant Minister tell us what the City Council is doing to address the huge pillage of sewage, for example, outside or just behind the Pumwani Maternity Hospital? In many parts ... view
  • 2 May 2012 in National Assembly: Mr. Speaker, Sir, is the Assistant Minister suggesting that the people of Nairobi and Kamukunji have to wait until 2015 to 2017 for their garbage sanitation problems to be dealt with by the dysfunctional Nairobi City Council (NCC)? view
  • 2 May 2012 in National Assembly: Mr. Speaker, Sir, I appreciate the effort taken by the Attorney- General in responding to this particular question. My question covered the demolitions in Nairobi, but more specifically in Eastleigh. I just wanted to raise one or two points regarding the answers he has given. The first question that I want to raise is the fact that Moi Airbase, Eastleigh has existed for many years in harmony with the neighbourhood that bears the name of Eastleigh. I do not recall or have any record in which any incident affecting the Airbase has taken place in the many years that it ... view
