  • 21 Aug 2012 in National Assembly: Mr. Speaker, Sir, it is shocking that the Government has to resort to holding dead bodies to raise resources. It is also shocking to hear from the Assistant Minister that he is releasing this particular body not on humanitarian grounds but because it is too expensive for the Government to bury it. We have the same problem as far as the people of Kamukunji are concerned. I spend a lot of time attending to people who want bodies of their family members to be released from the mortuary, or patients to be released from places such as Pumwani Maternity Hospital. ... view

  • 15 Aug 2012 in National Assembly: I want to raise a point of order. Is the hon. Prime Minister right to compare the kind of oil that we are going to have in our country to that of Equatorial Guinea, a dictatorship that has been condemned for the exploitation of that country and the repression of the people of that country? Is it an example that we should follow? Is he right to do so? view
  • 28 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, I want to seek assurance from the Assistant Minister regarding many properties in many parts of Nairobi in particular in my constituency which have been sold off by the City Council of Nairobi. Many of these properties have been public utilities like markets, clinics and school playgrounds. One particular case of private/public sector partnership which the City Council has been involved in is, for example, selling the Eastleigh Market, the Eastleigh Chief’s Camp and the Eastleigh Social Hall. It includes the playground and the land of Kamukunji Secondary and many other situations of that kind. Is ... view
  • 28 Jun 2012 in National Assembly: Madam Temporary Deputy Speaker, first of all, I want to congratulate the Minister for being humble and a good listener. He has particularly contributed to the making of this particular Budget at a difficult time for him. I also want to congratulate the House. This is my first Budget in Parliament. I have also been listening and learning. I was impressed by the co-operation that existed across party lines, with hon. Members working together as Kenyans. That is a very good idea. I think it was wonderful to see this Budget approved. Thank you. view
  • 26 Jun 2012 in National Assembly: Mr. Speaker, Sir, I wanted to welcome and salute the people from Namibia having been a guest and a worker in Namibia for several years. I want to say welcome to our National Parliament.
  • 26 Jun 2012 in National Assembly: Mr. Speaker, Sir, while I commend the Minister for what they are going to do in the Nairobi CBD, much of the crime in Nairobi takes place outside the CBD; it occurs in Eastlands in places like Muthurwa, Gikomba, Eastleigh and so on. What plans has the Minister got to extend this particular programme to other areas? On the issue of standardization, has he put in place any standardization policy? view
  • 26 Jun 2012 in National Assembly: Mr. Speaker, Sir, I rise to contribute to this particular debate. First of all, I want to pay tribute to teachers for the enormous contribution they have made to the education of our children under the difficult circumstances they have had to operate in performing their tasks in the different parts of the country. I particularly feel that it is important to pay our respect to teachers for contributing to the major strides that we are making towards our Vision of becoming a middle-income country by 2030. Mr. Speaker, Sir, this particular Bill is very important in terms of improving ... view
  • 26 Jun 2012 in National Assembly: Mr. Speaker, Sir, paragraph (e) of Clause 27 in particular says that a person shall not be registered as a teacher if such person is engaged in any activities which, in the opinion of the Commission, are prejudicial to peace, good order or good government in Kenya. I just want to seek clarification on this particular provision, because it does not say specifically what this engagement is. Therefore, perhaps the Minister can clarify this provision as it seems completely unnecessary in the sense that if a person has committed crimes, under our laws, such person should not be registered as ... view
