Thank you, Hon. Temporary Speaker, for being magnanimous. I know the mood of the House is that the Mover be called upon to reply. I wish to add my voice to the nomination of the Principal Secretary, State Department for Trade. Looking at her credentials, I agree she has every capability to bring about change and transformation in this very important Ministry. Having said that, this is one of those ministries that has been looked down upon. While it may not be ranked as one of the most prestigious ministries, it should be. For this country to transform in terms ...

Thank you, Hon. Temporary Speaker. I just want to emphasise the need for telemedicine and e-medicine because we have to move with technology. With the introduction of the Social Health Authority (SHA), which allows hospitals to interconnect, a patient may be in a facility like Engineer County Hospital in Nyandarua to get an X-ray or a Magnetic Resonance Image (MRI) taken, but his doctor is in Nairobi. The patient may not be required to travel all the way to Nairobi for treatment. That is why this amendment suffices. I support the Mover and architect of this Bill because it is ...

Thank you, Hon. Temporary Speaker, for giving me this opportunity. In a very special way, I want to support this Bill. However, even as we support, it is both a win and a loss in the sense that once we amend this law as it is... We passed it last year in the Tax Laws (Amendment) Act, 2024. I realise that transformers, whether fully assembled or their parts, share the same Harmonised System (HS) code. Therefore, it means that as much as we want to protect local manufacturing, we are giving them an unequal opportunity with importers. That being the ...

for fully assembled transformers and the other for parts. This is so that we are exempt from duty on imported parts but still impose a duty on fully assembled transformers. By so doing, we will be promoting local manufacturing. That component of the assembly would mean some jobs for some young people in this country. Although this is a misstep we made when we passed the same in the Tax Laws (Amendment) Bill, 2024, we should go further by introducing a new HS code for imported parts so that we cure this Bill and still win in terms of raising ...

Thank you, Hon. Speaker. I want to ride on the established questions. I heard the Cabinet Secretary say that they have a list of the administrative units they will operationalise and that the priority is based on security and population size. Some administrative units in Kinangop were gazetted, and I happen to represent one of the biggest Constituencies in East and Central Africa. Kinangop Constituency is one of the seven largest constituencies in the Republic. I only have two sub-counties. The population is deserving. The administrative units have been gazetted but have not been operationalised for a long time. I ...

Hon. Speaker, I am waving at the Clerk-at-the- Table for him to spot where I am sitting. I thank you for giving me this opportunity to welcome a great school in my constituency by the name of Magomano Girls’. I want to assure them that the Parliament is a beautiful place to be and to work. Given the opportunity, they now have a dream of a place where they would wish to work and/or even represent their constituents, maybe, later in their lives. They are and should feel most welcome. This is Parliament where we say it is a place ...

Thank you, Hon. Speaker. Sadly, the Leader of the Minority Party is misleading this House. The former Cabinet Secretary he is talking about was not fired because of incompetence. The President did not state any reason. It is unfair for the Leader of the Minority Party to continue misleading this House that the person whom he is purporting to have been fired was fired for incompetence. In fact, he stated in the interview that he would serve in any capacity. His insinuation is enough for us to know who he is talking about…

None was fired because of incompetence. We took them through a rigorous process when we were vetting them. They are equal to the task. Indeed, they said that they can be assigned any role by the President.
