  • 17 Aug 2021 in National Assembly: We do not have shortage of water and land in this country. We do not have shortage of manpower. We lack goodwill from the people responsible for the budget-making in the Ministry of Agriculture and at the National Treasury. These are the people who plan for this country. We should sink money into the backbone of this country’s economy, which is agriculture. We should put money where it matters. I can tell for sure that we will feed not just this country but even our neighbours. For instance, in Kinangop Constituency, I have a total of eight wards. Four wards ... view
  • 17 Aug 2021 in National Assembly: anything above Ksh50,000 but it has brought about transformation for a whole household. It has also affected the lives of the people who live in Nairobi because they now buy cheaper food because there are people who grow the same. view
  • 17 Aug 2021 in National Assembly: This is an Authority that touches where it matters: The hearts of people. If well-managed, we are going to have more than we can handle. In fact, we need to take this a notch higher so that we allow the National Irrigation Authority to prepare places where we can store food. It is happening today in my constituency. Potato farmers suffer. They do not have a market for potatoes because there is an oversupply of potatoes. The harvest is bounty. If we had a way of storing potatoes, we could wait for the market to normalise and have the same ... view
  • 17 Aug 2021 in National Assembly: With those remarks, I support the Bill. view
  • 24 Jun 2021 in National Assembly: Hon. Speaker, I beg to ask the Cabinet Secretary for Energy the following Question by Private Notice. (i) What action has the Cabinet Secretary taken against the contractor, M/s CP Power (E.A) who undertook the Last Mile Connectivity Programme Projects in Kinangop Constituency for abandoning the sites with dug-out holes, leading to injury and loss of lives to area residents and, specifically, causing the death of a two-and-half-year-old child, Master Joseph Gitau on 23rd June 2021 in Moset Village, Kinangop Constituency? (ii) Could the Cabinet Secretary compel the contractor to compensate the family for this negligence? (iii) What measures is ... view
  • 22 Jun 2021 in National Assembly: Yes, Hon. Temporary Deputy Speaker. I wish to thank you for this opportunity to support the Finance Bill of 2021. At the outset, I want to applaud the Departmental Committee on Finance and National Planning under the able leadership of the Hon. Member for Homa Bay County and the Vice-Chair, Hon. Member for Roysambu, for bringing such a Bill that is people friendly. This is a true testimony that we have a membership that is a true representation of the people and which looks at issues that are not going to be hard hitting on the people that we represent ... view
  • 16 Jun 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to speak to this Bill on county allocation of revenue. At the outset, I state that I support the Bill because this is going to make sure that our counties get their allocation for the coming financial year of about Kshs370 billion from the National Treasury. In the same breath, I also want to recognise that there is so much that has been done by our county governments because we need to be people who appreciate ourselves. At times, we are very hard on ourselves. We do not want ... view
  • 16 Jun 2021 in National Assembly: Article 43 talks about social rights. One of the social and economic rights is the access to health. Our county governments must be seen to be investing heavily in matters health. You walk into our health centres and all you see are cheap medicine, most of which are pain killers. There are no doctors and we do not have sufficient nurses. You go down to our county governments, there is the issue of water. Nobody is investing in such programmes that are for posterity. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of ... view
  • 16 Jun 2021 in National Assembly: Therefore, we would want to see our county governments investing more on investments that are for posterity. view
  • 16 Jun 2021 in National Assembly: We have had issues with our county governments procuring outside PFM Act and Public Procurement and Disposal Act (PPDA). We cannot have institutions procuring beyond their budgets as envisaged in the PPDA. Therefore, procurement should be in accordance with the call by our President, His Excellency Uhuru Muigai Kenyatta, that every procurement that is done should now be above board and be on e-procurement, so that then there is not much of human interaction. I hope that we will have an ICT system where, if procurement is done beyond what is allocated in the budget, there will be a lockdown ... view
