The Bill proposes that one of the persons to be appointed to sit in the panel of selection should be an Advocate of the High Court of Kenya and a member of the Law Society of Kenya (LSK). • 20 Feb 2019 in National Assembly: I propose that this Fund should be devolved or equitably distributed through constituencies so that the board is not left with the luxury of deciding how they dispense the money. If it is distributed through the constituencies, we will be able to nurture the talents we see every day in our constituencies. • 20 Feb 2019 in National Assembly: In a nutshell, I wish to state that the Sports Fund should build capacity. That can only be done by making sure we involve the players or stakeholders down there. The Fund must be utilised bottom up and not top bottom. If we leave people to sit in boardrooms to decide and not involve stakeholders down there, then we will be giving them the luxury of opening a door for corruption since we have seen several funds abused in the country. view

I thank the Departmental Committee on Justice and Legal Affairs for a job well done. Having said that, if for sure we are so into appointing ex-military people into these positions, we should go back to the basics and have our young men after they have gone through O-level education, go through some military training so that we bring up people of integrity who will be corrupt-free and make it easy for the arms that are entrusted with the fight against corruption.
