There is a proposal that the money be invested in Treasury Bonds. I, therefore, asked who is going to pay interest on its own money. It is Government that is saying: “We are going to pay interest on our own money!” That does not make sense. To the extent that our children are in the streets talking about a document they know nothing about, because they have been misled by the hype on social media. So, it is high time that Members of Parliament acted in an honourable manner and informed their constituents what a Finance Bill entails. view

When it comes to finding ways of raising funds to the tune of Ksh300 billion to finance projects in the Budget related to electricity, education, health and agriculture, I hear dissenting voices from those who supported the Budget. From the outset, I am in support of some of the amendments herein but I also want to give my thoughts and those of the people of Kinangop. We have electrification issues in our constituencies and once REREC has done the work, there is no proper transition to the body in-charge of power lines and connecting our people with electricity. In as far as the two metals are concerned, they are consolidated, melted and have billets that are under the custody of the two public entities. Then, they should be auctioned in public as opposed to giving special licences. This is being left in the hands of a Cabinet Secretary who will decide whom to issue licences.
