  • 18 Oct 2006 in National Assembly: Mr. Deputy Speaker, Sir, immediately after that, he took the initiative to encourage another Ministry to invest in a road, the first road to be built in Mfangano Island, which is bigger than the biggest island in Seychelles - Mahe, in terms of population and geographical size. Having said so, I would like to encourage the Ministry to improve its response to the wonderful idea of the Free Primary Education Programme. I entirely, agree with hon. Nyachae that a programme of this magnitude has to have some teething problems. However, we are now in the fourth year since the marvellous ... view
  • 18 Oct 2006 in National Assembly: Mr. Deputy Speaker, Sir, the question of replacement of teachers who have retired and those who are deceased beats logic. In a situation where an establishment is already in place, we should not be so slow to replace retired or deceased teachers. Why can the replacement of a retired or deceased teacher not be automatic? Normally, it takes very long. Meanwhile, the pupils suffer because of the distortion of the teacher-pupil ratio. The other point I would like the Minister to consider is a matter of routine to mainstream schools, especially those which have been put up using CDF. In ... view
  • 18 Oct 2006 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I wish to seek your guidance. Only five minutes are remaining before we adjourn. Would I be in order to request the Chair that I be allowed to move the Motion when I have the opportunity to present my idea completely, without being interrupted by the rules of the House, given that the House must rise by 12.30 p.m.? view
  • 18 Oct 2006 in National Assembly: Much obliged. Mr. Temporary Deputy Speaker, Sir, I beg to move:- THAT, aware that the Distributive Trade Sector and related services account for more than 20 per cent of the country's GDP and employment, and considering that this sector is the primary catalyst and facilitator of sustainable growth of the manufacturing, agricultural, livestock and fisheries sectors; concerned that in spite of its pivotal role in the economy, distributive trade is presently conducted haphazardly due to lack of structured institutional and legal framework, this House grants leave to introduce a Bill for an Act of Parliament entitled "The October 18, 2006 ... view
  • 2 Aug 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. If you listened to the way Kenyans debated the issue of devolution at the Bomas of Kenya, and looked at the impact of the Constituencies Development Fund (CDF), devolution is the way to go for this country and our people. 2566 PARLIAMENTARY DEBATES August 2, 2006 We need to develop leadership and governance skills so that, institutions over which the Ministry of Local Government has superintendent authority, are able to deliver services to our people and are developed into centres of excellence in terms of governance and service delivery. Mr. Temporary Deputy Speaker, ... view
  • 26 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to start by thanking the Mover of this Motion, hon. Midiwo. This is an idea that is long overdue. With the advent of liberalisation, there are all sorts of suppliers of goods and services. The fact that the Government has institutions such as the Kenya Bureau of Standards, whose primary mandate is to ensure that quality of products is adhered to and the right process of producing them is acceptable, is not enough. There is an urgent need to protect consumers of goods and services. Products such as medicine, food and pesticides have ... view
  • 26 Jul 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I appreciate that, in the circumstances, all we can really do is to approve these Heads. However, for the record, this House should not, as was done--- view
  • 26 Jul 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I understand that, if I may, by your indulgence, complete my sentence. view
  • 26 Jul 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, page 650, Head 165 on Investment Promotion Centres. There is a total sum of Kshs86,500,000 for Item No.2630100. As much as I would like to support it, it is important for the House to note that this sum is definitely not adequate. So, even as we approve it, it is important that we make that point. This agency requires more money. view
  • 26 Jul 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, on page 651, Head 744, Item No.262- 0100, Membership Fees and Subscriptions to International Organisations, ordinarily, the subscriptions are annual and the previous financial year, a sum of Kshs1 million was allocated. However, as you will see, this current financial year, next year and the year after, no sum is provided for. Does that mean that we are withdrawing from these international organisations without which we cannot operate within the global system? view
