  • 25 Jul 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, this is the same Item that I wanted to raise an issue earlier on. First of all, it is the question of the amounts. If you look at Item No.3110200 - Construction of Building, a sum of Kshs1.3 billion was set aside last year. This year, another Kshs1,096,000,000 has been set aside for that purpose. If you put that on a continuous scale, it is a very substantial amount of money. My original intention was to ask the Minister for some explanation, which you have actually sought from him. It is a lot of money. view
  • 25 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, in fact, under virtually every Vote Head, there is a Sub-Item 3111, Item 400. This House has given the Minister a substantial amount of money for a number of things, including project supervision. While I am congratulating the Minister for a job well done, could I ask him to ensure that money meant for supervision is used to follow-up all the projects, particularly at the district level, and especially roads? Minister has no intention of giving an answer to a straightforward Question and that she has no intention of respecting the Chair's advice. Would I be in order to request that given that the Leader of Government Business is in the House and that he is the second in command of the Executive arm of Government, the Speaker does rule that this Question be handed over to the Leader of Government Business on behalf of the Executive arm of Parliament. view

You know, for the very first time, a road is being constructed in Mfangano Island, Suba District. You must have noticed that when the media highlighted the first car going to the island, there was much talk and laughter. However, what people do not know is that Mfangano Island is the same size as Mahe Island of Seychelles and that the economy of Suba District is almost the same size as the total economy of the Seychelles Republic. view
  • 24 Jul 2007 in National Assembly: That is a fact. So, the initiative which the Ministry has taken to open up that part of Kenya for investment is most commendable, and I want to thank him. However, the Minister has a major problem. My view would be that until the new legal framework is in place, that is, creating the three authorities, no money should be transferred from the KRB for purposes of being used by the DRCs during this financial year. I would have appealed to him, as an uncle, to remove only Kshs20 million from Kisii District, which has been allocated Kshs570 million, to help their "cousins" in Suba District. Even if you go to Suba District, you will find many people from Kisii Central, who are settled there and living with us peacefully. Suba District accounts for nearly 80 per cent of this country's total fish products that is exported, and which brings in Kshs16 billion.   • 12 Jul 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, as a general principle, may I get some clarification. If you look at page 3, Head 001, Item 3111000 - Purchase of Office Furniture and General Equipment. There is a similar heading on page 7. My understanding is that Recurrent Expenditure should relate to items whose lifespan or shelf-life does not exceed one year. I can see there items including general equipment, whose lifespan, I believe, would exceed one financial year. Could I have some clarification as to why these were not reflected under the Development Expenditure. view
