Mr. Temporary Deputy Chairman, Sir, I beg to support that amendment. I think it is only fair that we have a responsible media. The only way we can have a responsible media is to ensure that they take responsibility for what they write. They should not hide, therefore, behind the requirements that they do not have to write your name and yet, you become an object of ridicule and you are actually damaged by insinuation and inference. I beg to support.

Mr. Temporary Deputy Chairman, Sir, I would like to oppose that amendment. I think the word "shall" should be retained. We are talking about foreign journalists or those who might be masquerading as foreign journalists. I think it is only fair, for the sake of national security and interests, that the Council has mandatory responsibility to do what they have to do rather than making it kind of discretionary and optional.

Mr. Temporary Deputy Chairman, Sir, if I read Eng. Muriuki correctly, I would like to agree with him. I think the use of the word "shall" in that particular Clause is a worry. It should have been quite in order if the word "may" was used. But to say that the Complaints Committee shall not be bound by the rules of the Evidence Act, precludes the Evidence Act for use by this Committee. I think it should be open to them. Thank you, Mr. Deputy Speaker, Sir, for giving me a chance to oppose this Motion. There is sufficient scientific evidence proving that criminal tendencies including murderous tendencies are intrinsically genetic. If we continue to allow people with those characteristics to roam our streets, we will simply give them the chance to continue to breed more of their type in order to continue committing such crimes. In China where they do not have the death sentence, at least criminals are castrated and forced to work, providing free labour in public works such as building roads and bridges. Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me a chance to contribute to this Motion. Health is a very important part of human resource management. I want to congratulate the Minister for her courage in doing a number of fairly dramatic things during her tenure as the Minister for Health. Recently, she did cancel maternity fees. But even more significant, I think we appreciate that, in fact, the distribution of medicine to various health centres and hospitals, has considerably improved.
