  • 16 Oct 2019 in National Assembly: Hon. Temporary Deputy Speaker, I support these amendments for giving us opportunity to engage and reflect on how it is difficult for us to implement Article 100 of our Constitution. view
  • 16 Oct 2019 in National Assembly: I thank you, Hon. Temporary Deputy Speaker. view
  • 26 Sep 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I second the Bill that has been ably presented to us by my Chairperson. I have various reasons why I feel this Bill needs to be supported. First of all, it brings life to the Ministry of Education, Science and Technology, building a very clear link between early childhood and the other sectors of education. Early childhood education is one area that has been living like an orphan, being treated differently by individuals and by institutions and even by Government departments that handle the sector. The Bill brings light to this sector in different ... view
  • 26 Sep 2019 in National Assembly: spells out what we will see in ECD centres that are standalone entities. We will also see ECD centres that are integrated within the primary school system. In each case, we will have clear governance structures that run the centres, so that they are not treated as by-the-way institutions. The Bill underpins the partnership that is required to see the role of county governments clearly linked to the role of the national Government in terms of successful implementation and quality management of ECD centres. It also provides punitive measures against those who fail to deliver education at this level, both ... view
  • 24 Sep 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this chance to contribute to this Sessional Paper. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 24 Sep 2019 in National Assembly: I want to start by consoling the families that lost their beloved ones yesterday. I know people might not see the link between what happened yesterday and what we are discussing as part of the mandate of the Ministry of Education, Science and Technology (MOEST) in the current Sessional Paper. The issue of quality control and quality assurance features broadly in this Paper. It demands that the Ministry takes this sector very seriously. That will be by giving Kenyans the required security and safety that is required in the learning environment. The Sessional Paper looks at the expansion the country ... view
  • 26 Jun 2019 in National Assembly: Thank you, Hon. Temporary Deputy Chairman for giving me this opportunity to contribute to the amendment. Hon. Tonui has alluded to the fact that it is not clear to most of us the steps that have been taken on the Kshs500 million. In future, it is important that, that is done in a way that Members are on board. Having said that, I want to appeal to my colleagues that what is happening here is answering a number of questions. We know that the county governments have been having challenges, especially on spending and demonstrating the transformation that we expected ... view
  • 19 Jun 2019 in National Assembly: Hon. Temporary Deputy Speaker, thank you for giving me this opportunity to contribute to this Motion. view
  • 19 Jun 2019 in National Assembly: I find the Motion interesting in helping us reflect back from where we have come from as a nation. We have come from a situation where rules and regulations were observed and the country ran quite successfully to the current situation where we appear to be in total confusion. That is why the Motion is important as it gives us a chance to reflect on how we can best implement, but not develop road safety regulations because they are already in place. view
  • 19 Jun 2019 in National Assembly: Today’s Motion focuses on pupils and students. I support the Motion because students travel a lot in this nation. They move to different schools for various activities and go for trips, as we see many of them here today. So, it is important for us to understand what it requires to be on the road. Kenya, as a nation, has seen the use of roads increase especially in the recent past. Devolved governments have constructed many new roads in the rural areas. The roads expose our pupils to other road users including boda boda riders and mata tu drivers. It ... view
