Mr. Speaker, Sir, thank you for this chance. The right to a fair trial is a cardinal principal in our Constitution. What will be a fair trial to the governor in light of what has happened, bearing in mind our Constitution, the Standing Orders and all matters before us? At 2.30 p.m. when we walked in this afternoon, those of us who are not Members of this Committee received the Report. The Report almost has 300 pages. I know that Sen. Wetangula has tried to convince the House before that lawyers have a formula for reading faster than the rest. ...

Mr. Speaker, Sir, I agree with them. We need to send a clear message that governors need to take their oath of office and the resources that are being channeled to them seriously. They should manage them in a way that Kenyans can believe that in 2010, it was the right decision to move the country from managing our resources centrally to devolving them to our various county governments.
