Thank you, Mr. Temporary Speaker, Sir, for giving me this chance. I rise to support this Bill. Today, I have learnt something. Many times I refer to the Senate as the House of the slightly aged or the elderly. I have realised how useful they are, especially to us, young parliamentarians. I walked into this Chamber today with the intention of opposing this Bill. However, I had a chat with one of the slightly elderly Senators and he inducted me well into the practices of Parliament. Mr. Temporary Speaker, Sir, I commend Sen. (Prof.) Lonyangapuo for thinking outside the box as may be put. The Bill may not be popular in some quotas but its implications are far reaching because it is about reforming the public service in the counties. With those many observations, I beg to support though with the promissory note handed over to the sponsor of the Bill and the Committee that some of the concerns that have been raised are addressed. On a point of order, Mr. Speaker, Sir. The request for the statement was with regard to the number of schools that are connected to the national grid. It did not go further to request for statistics that would answer the question being asked by the Senate Minority Leader. The two counties that he has mentioned have got a high number of schools. Mr. Speaker, Sir, I also want to register my comments based on the arguments made by my colleague in the Senate Committee on Finance, Commerce and Budget, Sen. Kagwe. These petitions, in my opinion, will either break or make the Senate in the eyes of the public. It is in Kilifi County and from 23rd to 26th June, a few select young Senators will have the privilege of hiding there to be inducted on the practices and cultures of this House. First, this is something that the Senate Minority Leader alluded to in his long speech, though he contradicted himself by appearing to push the case for what I will refer to as “smaller” political parties. Probably, he thinks that the sponsors of the Bill have been sponsored.
