Mr. Deputy Speaker, Sir, they say that every cloud has a silver lining, and I am happy that the pain that the people of Budalang’i have gone through because of the delays in completion of this contract is finally coming to a close. They have, indeed, resulted in additional kilometers of roads being considered for upgrading to bitumen standard. Therefore, I thank the Ministry for the measure they have taken and the allocation of this Kshs1.4 billion to upgrade this network of roads in the constituency.

We particularly want to know whether Mogadishu and Somalia has been abandoned because of being located on the African continent. It is not a light matter that we would see direct international engagements in countries that I have mentioned such as Afghanistan and Baghdad in Iraq and not have similar engagements. Is it because Somalia is on the African continent? I hope that the Minister will be bold enough to confront those issues in his Statement to this House.

Mr. Deputy Speaker, Sir, it is truly tragic that, in this day and era, when the country is talking about Vision 2030 - which is only 19 years away - the Assistant Minister is still talking about dreams and visions without any concrete measures. My concern is the coherence within Government policies and operations. We have an incoherent situation where the Government expects the Rural Electrification Authority (REA) – which is a Government agency - to pay VAT to the same Government. On a point of order, Mr. Deputy Speaker, Sir. I am just wondering whether the Assistant Minister is in order to indicate that it is within the power of this House to move such a measure when he knows that taxation measures--- Any law touching on taxation has to be originated and processed by the Treasury. The Assistant Minster, in sharing collective responsibility, should even be giving an assurance to this House that the Ministry of Energy will be liaising with the Treasury to initiate the legislative measure required for that kind of relief for the REA.
