  • 14 Apr 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, that is a demonstration of the lack of seriousness I am talking about. This is a matter that must be prosecuted in its fullness. This is a historic moment. When has this House ever had an opportunity before to interrogate a matter of this nature? This is a matter that we must have sufficient time to engage and participate in fully. Mr. Temporary Deputy Speaker, Sir, the Budget must connect to issues of bread and butter. These are issues that have a direct bearing on the progress and development of this nation. I want to ... view
  • 8 Apr 2010 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. It is a great pleasure for me to stand and support this Bill. Let me start by applauding Mr. Affey for bringing this Bill. The timing of this Bill is very apt and right because it comes at a time when the whole country is focused on the agenda of reforms, re-engineering, restructuring and redesigning the very foundations of the Kenyan nation state. We are talking about the enactment of a new Constitution, a renaissance for our land and a re-birth. We are talking about correcting historical injustices; we are talking about laying to ... view
  • 8 Apr 2010 in National Assembly: 36 Thursday, 8th April, 2010(P) We are talking about ghosts that have disturbed the conscience and the soul of our motherland for a long time. I just want to say that a society that is split or a society that is not at peace with itself, cannot pretend to be a united society. Sometimes, when we talk about national unity and national cohesion, those terms mean nothing more than clichĂŠs unless we move with deliberate action to ensure that everybody feels a proud part of the whole; the whole that is Kenya. When we talk about being proud to be ... view
  • 8 Apr 2010 in National Assembly: 37 Thursday, 8th April, 2010(P) So, today, I believe is a great day among the historic days that must be mentioned in the history of the Tenth Parliament. This day that we have had the opportunity to debate and pass this Bill. With those few remarks, it is my pleasure to support this Bill. view
  • 31 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, I just wanted to amplify that matter, and ask whether it will be in order for this House to appear to be questioning a decision of the House Business Committee, which, in its collective wisdom considered these two proposed amendments, and saw it fit and proper to lift them as separate amendments, side by side, on the Order Paper. Further, would we be in order to amend a Motion by an hon. Member in advance of the Motion being moved? That is what we are attempting to do by asking the hon. Member to move only ... view
  • 30 Mar 2010 in National Assembly: asked the Minister for Regional Development Authorities:- (a) to explain why the Government has not implemented the resolution of this House on 15th October, 2008 that the Government compensates all victims of Budalang’i floods from the year 2000 as well as land owners who lost their land during the construction of the Southern and Northern dykes in Budalang’i; and, (b) whether he could outline a concrete, time-bound plan with clear budgetary projections for the compensation, especially in the light of the fact that the Government is now in the process of preparing the 2010/2011 Budget. view
  • 30 Mar 2010 in National Assembly: Mr. Speaker, Sir, with all due respect, that answer is a clever attempt by the Government to evade responsibility. The Question is a precedent setting in the sense that it tests how the Government responds to resolutions of this House. Since the day the Motion, the subject of this Question, was “asked” on 15th October, 2008, there has been a whole ping pong of one Ministry passing the buck to the other to an extent that the Minister has admitted that his Ministry is not responsible for this. Mr. Speaker, Sir, could you, indulge me a moment to remind the ... view
  • 30 Mar 2010 in National Assembly: Mr. Speaker, Sir, first of all, kindly allow me to pass to the Minister the full text of the Motion and how it was “prosecuted” in this House on 15th October, 2008. view
  • 30 Mar 2010 in National Assembly: Mr. Speaker, Sir, my concern is that the Minister is making reference to a project which started in 2007 while my Motion referred to the period commencing 2000, which is seven years prior to the commencement of the project the Minister is making reference to. It worries me that the Minister may not be completely familiar with the content and subject of the Motion. That will, of course, affect how the Minister responds to the issue at hand. Could the Minister confirm whether he is fully familiar with this Motion and the responsibility he will take as a Minister? view
  • 30 Mar 2010 in National Assembly: Mr. Speaker, Sir, this is a happy day for the people of Budalang’i and I want to commend the Minister who is also a son of Budalang’i for taking the responsibility to implement this Motion fully. All I want is for the Minister to confirm that, indeed, the people of Budalang’i can look forward to this compensation within the 2010/2011 Financial Year. view
