Mr. Temporary Deputy Speaker, Sir, one of the actual reasons that led to the problems being experienced in this project is very obvious inherent and, indeed, incurable defects in the structural design and implementation of this project, which went to such critical elements like accountability mechanisms within this project. What is the Minister or Government doing to ensure that when this project takes off in the next phase, these defects will be cured, so that we forestall a similar scenario occurring?

Mr. Speaker, Sir, in seconding this Motion, allow me to start by humbly reminding this House of two fundamentals which I hope will remain at the back of our minds as we debate this critical Motion in the life of our nation. Mr. Speaker, Sir, it is obvious that most of the power supplied by KPLC is from a hydro-electric supply with a considerable portion coming from geothermal and yet the Assistant Minister wants us to believe that the main reason as why the cost of power has escalated to unmanageable levels is substitution because of fuel costs. My question to the Minister is whether he has already drawn proposals to the Treasury as the Treasury prepares Supplementary Budget for these funds to be transferred from the stimulus plan to recruitment of teachers through the regular process by the Teachers Service Commission (TSC). Further, if he could also give this House a long term plan to deal with this matter continuously? This matter seems to be dealt in such a stop-gap, knee-jack manner that we will not have a permanent solution ever.

(a) How does the Government plan to finance the Kshs7.3 billion budgetary requirement for the Interim Independent Electoral Commission (IIEC), especially in the light of revelations that Treasury has only committed Kshs1.1 billion (less Kshs6.3 billion)?
