4 Mar 2015 in National Assembly:
Last December, this Committee tabled three historic reports here. In those reports, this Committee dealt with some very controversial matters. On top of the list of those controversial matters was the big issue of confidential expenditure. May I invite you to review the findings and recommendations of this Committee in respect of that very weighty matter that threatened to split this Committee and by looking at the products of this Committee, may you be able to make a determination as to whether there is any sign, on the basis of the evidence delivered before this Committee, the findings made by ...

4 Mar 2015 in National Assembly:
I conclude by repeating the words of the Member for Emurua Dikirr, hon. Ngeno. He made a telling remark. It may have escaped some of us, maybe because we were not listening keenly or maybe because he was speaking in his complicated Russian English. But hon. Kipyegon said the following: “We know so much; we know so much.” As an attorney and a practitioner of law and now as almost a ranking Member of this House, that is a telling statement. I mention that statement purely in the context of what I said at the beginning; that if, indeed, our ...

4 Mar 2015 in National Assembly:
I say that because the projection of this debate around the PAC has had every sign of a political witch hunt; political witch hunt as a Member of CORD and as a Member of ODM; political witch hunt from within my political party, within my own Coalition; political witch hunt that has also been latched upon by some of our rivals.

4 Mar 2015 in National Assembly:
Hon. Speaker, if we look at this matter in its totality, then we shall exorcise these demons, these ghosts of political witch hunt; because you have disagreed with Ababu in ODM; because you must destroy Ababu’s image because you do not want him as Secretary-General, come destroy him in the PAC. Only looking at this matter in its totality will rescue this House and these hallowed Chambers from being misused for political reasons.

4 Mar 2015 in National Assembly:
Hon. Speaker, I know you have indulged me greatly. I thank you because you have indulged me because this matter has caused me so much anguish and pain. This has been therapeutic. Just speaking about this has been therapeutic. I end by saying that let us avoid the tendency to personalize legislation; so that today you want a particular person to chair a particular Committee, you run to the Standing Orders and amend them. We will end up legislating for personal reasons. The history of this House is replete with examples of where Parliament has made legislation clearly to assuage ...

4 Mar 2015 in National Assembly:
Hon. Temporary Deputy Chairman, I might have missed this, but I was just wondering whether we had an explanation on record as to the change from “Board” to “Council”, just for the record.

4 Mar 2015 in National Assembly:
Thank you, hon. Temporary Deputy Speaker. It is very gratifying and good to see this House engaging in our primary mandate which is legislation. It is good to see very good pieces of legislation passing through this House. This is a fantastic piece of legislation; fantastic in my mind for two reasons. One, it is very much in line with the new constitutional spirit. Our new Constitution has now erased the social hierarchy between man and woman; between the two genders. We are saying that the social order in this country is that man and woman are equal. They have ...

3 Mar 2015 in National Assembly:
I thought my time had run out. It is okay then. We have told the Auditor-General in no uncertain terms that this country cannot wait until May 2015. So, we have urged the Auditor-General that he must submit the audited accounts for the 2013/2014 Financial Year to this House in the next 60 days. We do that to be able to maintain this momentum and tradition of ensuring that we now remain up to date. I am also happy that the work of this Committee is already affecting legislation positively. Out of the deliberations of this Committee, Government has already ...
