Temporary Deputy Speaker, I hope that when the Chairman of the Budget and Appropriations Committee replies to the Motion, he will clarify what figure the Government is using in terms of public wage bill. Is it Kshs285 billion, Kshs324 billion or Kshs500 billion? What exactly is the figure of the public wage bill? Members for the enthusiasm they have shown in the two Reports, and as I said while moving the Motion, that this, indeed, was historic. This is the first time ever in the history of our Parliament that the House has had the opportunity to consider reports of two consecutive financial years at the same time. Let me also reiterate again what I said at the beginning that these Reports were, indeed, prepared by the preceding Committee, the predecessor to the current PAC in the last Parliament. ... view
  • 13 Mar 2014 in National Assembly: But let me just remind this House that responsibility for accountability over public funds never expires and that is why responsibility for matters such as Ken Ren which is a financial impropriety dating all the way back to the 1970s, the Goldenberg dating back to the 1990s and Anglo Leasing dating all the way back to the NARC Government around 2000-2004; all those are responsibilities that cannot expire such that even the passage of time does not really take away responsibility for all those actions. view
