We have had difficulty occasionally with accounting officers seeking to be excused from sittings with the PAC.   • 13 Mar 2014 in National Assembly: The second issue that again the House has expressed considerable concern over is breach of Article 229(4) of the Constitution which provides that within six months after the end of each financial year, the Auditor-General shall audit and report in respect of that financial year. Together with that is Article 229(8) which provides that within three months after receiving an audit report, Parliament or the county assembly shall debate and consider the report and take appropriate action.   • 13 Mar 2014 in National Assembly: (i) We are aware that the Office of the Auditor-General is considerably constrained in terms of personnel and capacity to undertake their responsibilities. Remember, the Office of the Auditor-General now has a responsibility over 48 governments - the national Government and 47 county governments. The Auditor- General has to release audited accounts such as this for the national Government and 47 separate reports for each of the 47 county governments.   • 13 Mar 2014 in National Assembly: Hon. Speaker, we have also made it clear to the Auditor-General that the accounts for the year 2013/2014 must be on time. We have set the target of accounts for this financial year to be the year when we must come within the requirement of Article 229(4) of the Constitution. The Auditor-General should also take this as a notice. PAC will expect the report for the Financial Year 2013/2014 to be submitted strictly on time.
