29 Mar 2017 in National Assembly:
Hon. Temporary Deputy Speaker, we went to school at a time when sitting for an exam was divine. It was holy. The whole environment around exams was treated with such high standards of integrity. To sit in an examination class or space and imagine that you could fill it with falsehoods, or imagine that your teacher would aid and abet your attempt to cheat, was unimaginable. It would have been stupefying and absolutely dumbfounding to sit there and The electronic version of the Official Hansard Report is for information purposesonly. imagine that your teacher, whose responsibility was to model you and was your primary role model, would be part of the process of cheating in exams.

29 Mar 2017 in National Assembly:
I want to urge the teaching fraternity to live up to that very high standard and ethos that have always defined the teaching profession. You, as a teacher, are the number one role model for your pupils. So, for you to abet or aid in fiddling with exams or assaulting the integrity of exams is diabolical and unacceptable. It is such matter that we want the Kenya National Union of Teachers (KNUT) and the Kenya Union of Post-Primary Education Teachers (KUPPET) to address. They are so voluble or loud on matters of salary increment and the welfare of teachers. It ...

23 Feb 2017 in National Assembly:
Hon. Deputy Speaker, I take note that we are considering or noting a report of the President’s constitutional obligations under Article 132 that requires him to report to this House all the measures taken and the progress achieved in the realisation of the national values set out in Article 10 of the Constitution. I dare say that it is quite positive the kind of letter and spirit that we have put in our Constitution - a Constitution that I had the privilege of being part of the process of piecing together. Looking at our country today, what comes to mind ...

22 Feb 2017 in National Assembly:
Thank you, Hon. Speaker. This is a very straightforward Bill which we call an omnibus as far as the traditions and customs of this House are concerned. I would wish to add my voice in support of it. It continues, to a very large extent, to do cleaning up, harmonization and making sure that the various pieces of legislation are in sync with the new realities of governance. In this Bill, the Public Procurement and Assets Disposal Act, the Copyright Act and others, have provisions which seek to harmonize terminologies and realities of switching from a Cabinet Minister to Cabinet ...

21 Feb 2017 in National Assembly:
Thank you, Hon. Speaker. I join my colleagues in supporting the Sacco Societies (Amendment) Bill. The fact that SACCOs are increasingly becoming key drivers of our economy cannot be gainsaid. Indeed, look at the volume of capital now in the hands of the giant SACCOs like Harambee SACCO and even those that serve small groups of members such as our The electronic version of the Official Hansard Report is for information purposesonly. own Parliamentary Savings and Credit Co-operative Society (PACOSO). If you go to the villages across the length and breadth of this country, you find young people and women congregating themselves in groupings that undertake diverse economic activities under this umbrella of SACCOs. This is one facet of our economy that is growing exponentially and we, therefore, become duty bound as legislators, to provide an enabling legal environment that can effectively manage this growth and direct the subsector towards making a contribution to the growth of our economy, especially providing investment capital and growing employment portfolio in the country. The Bill ...

15 Feb 2017 in National Assembly:
Thank you, Hon. Temporary Deputy Speaker. I would like to add my voice in support of the Clinical Officers (Training, Registration and Licensing) Bill, Bill No.27 of 2016. I will start by saying that we have had a tendency in this country over the last 20 or so years, where our training culture has led to what I call the missing needle. We have been The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.
