Madam Temporary Deputy Chairlady, I am actually shocked that the Minister imagines that legislation does not require any technical skill. I would imagine that nothing requires more technical skill than sitting and even grappling with the very framework under which the Committee will work. Could anything be more technical than that? Mr. Temporary Deputy Chairman, Sir, I just want clarity. You know we have two issues that we are dealing with here; that is, the amendment and the very important clarification that hon. So, besides the Minister withdrawing his amendment to Clause 42, he should actually move that we delete Clause 42 in its entirety.
