24 Apr 2013 in National Assembly:
Many hon. Members have alluded to the fact that the Presidentâs Speech was ambitious and I want to say that, that is exactly what it ought to be: The Presidentâs Speech ought to be ambitious. One of the things that have held this country back and prevented us from takeoff is failing to be ambitious. So, this House ought to applaud the Presidentâs Speech on ambition because this country needs ambition. We have talked about Asian Tigers. It is time to talk about African Lions and there is no reason why Kenya ought not to be the first African Lion ...

24 Apr 2013 in National Assembly:
Hon. Deputy Speaker, laptops are all very good and I agree that there is no reason why we should not have laptops for our Standard One children. Indeed, my two year old boy has demonstrated through how he handles my tab that if you allow these children access to technology, they will surprise. Industrial revolution is all very well. Free maternity services for our mothers and our sisters is all very well but I want to say that the greatest challenge for the President and his Government is really not about laptops; it is not about industrial revolution and it ...

9 Jan 2013 in National Assembly:
Mr. Speaker, Sir, I want to support this Motion and also join my colleagues in congratulating the Minister for Finance for the manner in which he has steered this critical docket. We have witnessed unprecedented industrial action all across the board, with the teachers, medical professionals, civil servants, all demanding better pay. The Treasury has, indeed, done its best ...

8 Jan 2013 in National Assembly:
Madam Temporary Deputy Chairlady, I really do not see any reason this Committee is being made joint, because this is a Constituencies Development Fund (CDF) for constituencies which are represented by Members of the National Assembly. Why would you want to disperse the responsibility of Members of Parliament to oversight this particular Fund, when the Fund is so specific; “Constituencies Development Fund?” Why not make this a Committee of the National Assembly because that is where the rubber meets the road with regard to this Fund? Really, even if you are merely restricting the role of Members of Parliament to ...

8 Jan 2013 in National Assembly:
Madam Temporary Deputy Chairlady, just for avoidance of doubt, “Parliament” refers to both Houses. Therefore, for the avoidance of doubt, let it be succinct, clear and unequivocal that it is a Committee of the National Assembly.

8 Jan 2013 in National Assembly:
Thank you, Madam Temporary Deputy Chairlady. Fortunately, this is not a crucifixion arena. So, we do not have to worry about Jesus or Barabbas. However, we have to worry about the fundamentals of this law. It is, indeed, true that one of the greatest challenges that has faced this fund has always been the role of the Member of Parliament. This is because there were some fundamental hiccups in the original architecture of the CDF Act. There was a time when the Member of Parliament was everything. The Member of Parliament was expected to chair the Committee. In fact, in ...
