Thank you, Hon. Speaker. Any institution or organisation that receives public funds must account for every cent. I am very concerned as a member of the ODM when I hear that my party could not account for Kshs19 million, according to the Auditor-General’s report. That is a cause for worry for me. The PAC is the best Committee to look into the political parties audit report but having been a member of that Committee for close to three years, I assure you that it will not get time for political parties audit report. Their hands are already full. They are behind schedule. There are many things that they are unable to do. The PAC should look into that report but it cannot do it. I suggest that the best committee to clear the back log would be a special committee of equal membership of the two coalitions headed by an independent chairman. ...

Thank you, Hon. Temporary Deputy Chairman. The word “partner” is too broad. We need to define who is a partner. A “spouse,” “child” and “parent” are okay. When you say “partner”, he can be anybody. Therefore, that will not be fair for anybody. The other thing is that it is customary that life has sanctity.

Cancer has become endemic of late. In my area many people are affected and are dying of esophagus cancer. Once people are diagonised they get psychologically affected. They get into depression because the cost of treatment is just too high for them. This mostly kills the poor people who cannot afford chemotherapy. Thank you. The disabled in Kenya have been vulnerable and marginalized and communities have been insensitive to their plight. They have suffered much indignation and stigma. They have been disadvantaged. It is good to know that today’s able is tomorrow’s disabled. With over six million PLWDs in Kenya, it is important that the Kenyan society have a mindset of inclusivity to appreciate that they are part and parcel of our society. THAT, the Ministry of Environment, Water and Natural Resource, through its Cabinet Secretary, gazetted Boni/Ijara Forest by declaring it a State forest vide Gazette Notice No.943 of 2016 dated 3rd February, 2016, and published on 19th February, 2016.
